Create an new file like this below:
Now use the paint bucket and fill it with black (#000000); add what ever text you want:
Now duplicate the text layer and rotate it 90 degrees clockwise (go to: Image > Rotate > 90* CW). Next go to Filter > Polar Coordinates (setting rectangular to polar). Now add wind (Filter > Stylize > Wind) to the right and hit CTRL+F three time. Finally, flip it 90* counter-clockwise and it should look like this:

Ok, I'll be real honest. This is really easy. Basically what we're going to do in this tutorial is learn how to take a plain graphic and tweak it to something like this:
Ever since Internet Explorer 5 was launched Windows users have been able to customise the icon in the browsers 'address box window' and 'bookmark listing'. These small favicons can add a touch of professionalism to your site and can make it easier for your visitors to pick out your site from their Bookmark lists.

If you don't already have Photoshop open you need to open it up. Once Photoshop is finished loading open your layout PSD. For this tutorial we are going to use a layout that was designed by Dustin Diaz (community member "Polvero"). Here's our layout:

Ok, we have now successfully created a 300x300 white box...and it's only taken us 3 pages to get there! But please, don't be scared away, for some people, what they have learned thus far could be a big revelation. Just so you don't feel like you've been cheated, let's get some actual text up on this thing.

From here, you can adjust all your layer blending options and go as crazy as you want. I would suggest playing with the Glowing options, Satin Options, and your Gradient Overlay options. These perhaps conduct 90% of my best work. Other than that. I have made my psd available for download so you may have a peak at what i've been doing to get my image to look like this:
